I will assume that this is due to players spawning/editing cars. So a freezing/lagging is normal when stopped/very slow. (I think) this can be “removed” by enabling an option to disable the automatic updating of players vehicles.
When enabled, you would have to click the orange button for vehicles to update. For more information on this, please check out this post made by Charles.

Edit: I have tested this out and it turns out this is true! If you go to Options → Multiplayer → Automatic queue system and uncheck that you will need to press the orange button at the top of your screen (as seen below) to allow updates to other players cars. This should fix your issue.
