I believe that I’m being limited by the max allowable vehicles per person, how far can i push this or is there a workaround to get more traffic. Me and my friends just want to cruise around and cause life changing road traffic accidents.

yes traffic vehicles count as cars owned by who enabled it, so if you want to turn on traffic with 5 cars you should make sure you can spawn 5-6 per player
