Client: connect failed! Error code: 10061

I have been trying to connect to my server, and i can do it with my local ipv4 adress but once my friends go to find my server in the public section it simply does not let them connect. I allowed the port trough firewall, and once i got into my router and try to put the same ip for port forwarding as my current local ipv4 adress its giving me the following error

Could that be the issue?

Update: i changed my router lan IP adress to match my IPV4 and still getting error
