Downloading mods every time joining a server.

So me and my buddy are trying to connect play on a server with some mods, But everytime he goes to join it redownloads the mods. He already has the mods downloaded. Is there a way to get around having to redownload the mods every time?

Let him check his resources folder they should be in there, if they are then he is not redownloading them.
