Hello, given you already said that it works for you when you use a Hotspot this sounds like your ISP may be interfering with the connection to BeamMP.
The point of SSL is to secure your communications with the website that you are visiting, in this case BeamMP.
I would recommend contacting your ISP in this case as they may be inspecting your web traffic or filtering it some how.
In the meantime to try and help you better, please can you tell us the following:
ISP (who do you use for internet):
Antivirus (If Any):
Operating System:
Country:
Home or Business/Corporate network:
