My force feedback works completely fine on Singleplayer, I load into MP and then it turns off.
I can turn it on once, I switch cars and then it goes off, permanent.

There is a system in multiplayer where it turns force feedback off for all other vehicles except yours. You could just be fighting it and turning it off/on at the wrong time.
Make sure that you have Logitech Ghub open if you are on a logitech wheel
If you do not have a logitech wheel, make sure that your wheel software is open BEFORE you run the launcher
