I am trying to get some footage for a series and wanted to know how this works? are there just certain mods that are allowed or could I set up the mods I want the server to have?

you can pretty much use whatever mod you want on your servers. There are just some that can cause issues, but only the KLJP mod is known to me to be not really compatible with BeamMP

If you need smt you can always hop onto the discord and ask in one of the various channels for help. There are likely others who already did, what ever you try to archive
