On the safe download of the launcher and server, when you click on the server, the exe file itself is downloaded, but before a zip file was downloaded along with the exe and other files to configure the server
I could be wrong but I believe the .exe is used to both run the server and install the necessary files. Just run the .exe in a folder and it will create all the necessary files for you.
