If no mods, then everything works.

Make sure you are putting the mods into the Resources > Client folder
I download all mods in the client
Make sure that you have portforwarded 30814 as TCP and UDP
If you have no server plugins, then make sure you have NOTHING in Resources > Server
try turning on player queueing system in options > multiplayer > automatic player queuing system (hsould force the game to queue any changes that a player makes, so if they spawn a new car it will change it)
