The ‘‘server download’’ file can be downloaded but it gives out an error and it needs an authkey???

You need to configure the server files, it doesn’t work freshly downloaded. You’d have to assign network connections, port forwarding settings, the map, any mods you want to run on it, ect.
An authkey is only needed if you want to host a server publicly, so, the reason why it is asking is because your configuration is currently set to be a “Public” server.
Huh? So how do i make it work? and how do i set it to private?
you need to edit the ServerConfig.toml file. see Server Installation - BeamMP Docs
it is set to Private by default but the key is empty. if you want to make a private server without a working key you still need to put something as the key, anything. like just a zero “0”

It keep opening through note pad…
Yes, you use note pad to edit the values of the file to create a server, please read the guide that Turrrbina posted, it’s all there.
