When I enter a server with 90 mods, the loading takes quite a long time. All mods from resources are copied to the root folder of beamng drive on the C disk. If I put m2 instead of ssd disk, will the speed increase? and why are mods copied at all?

BeamMP saves mods you’ve already downloaded into its own folder.
When you join a server again, instead of re-downloading everything, it just copies the required mods from that folder into your active BeamNG mods folder.
When you join a server again, the game simply copies those mods into your active BeamNG mods folder.
This process is much faster on an NVMe drive, and the speed difference is especially noticeable with larger mods.
