Help with stuttering please im at my witts end with random stutters and crashes when it should not be stuttering

Continuing the discussion from Low fps on High-End computer:

i have 4070 super, i7 14700k (the stable one ive done extensive testing on it), 64gb ddr4 ram at 4000mghz, it will run fine on high settings with 10+ cars and then out of no where when crawling it will stutter down to 1-7 fps while temps remain normal and no spikes in cpu usage also noone updating cars or anything, please help. i cleared cashe and unnecasary mods but i do not know what else to do

i should note temps stay low the entire duration (around 45-50c) does not matter if theres 2 or 25 ppl in the server, game will run absolutely fine on full high settings and just completely randomly start stuttering, and i dont know if it matters but i dont use vulkan to launch

secondary note i keep the game limited to 120 fps because i see no need for more and it will keep a steady 120 fps the entire duration untill something triggers it to stutter, when it does it will drop as low as 1 fps for 2-5 minutes and then go back to normal like nothing happened.

Hi there, Are you currently running your game with the setting to apply vehicle edits & spawn events as soon as they happen or have you got it set to one of the following options:

  1. Set to apply edits and spawn events when speed is below a set amount and or after a set amount of time.
  2. Set so that you have to manually apply the edit and spawn queue by clicking on it at the top.

If you could let me know that will help to work out the cause.
